Simply:

click on the type of meeting you wish to view minutes for (eg Ordinary, Planning and Development, etc); and
click on the date of the meeting (all dates are listed in order in the dowload files box at the bottom of the page).

The minutes are presented in Adobe Reader format. To view them you will require Adobe Reader, which may be downloaded free from the Adobe Website.
